feat: issue #196 six-issues-are-stale-6-8h-no-pr-five-of (agent task agent-ta)

Acceptance Criteria

Six issues are stale (6-8h, no PR). Five of them have direct replacements already open:

  • Close #114 ('startup crash-early validation for OPENAI_API_KEY and DATABASE_URL') → superseded by #193 and #190
  • Close #113 ('AI generation API connectivity pre-flight check') → scope too broad for agent, and startup validation in #190 covers the critical path
  • Close #103 ('CORS configuration') → superseded by #188 with active PR #189
  • Close #116 ('HTML entity encoding') → duplicate of #134 which covers identical scope
  • Close #115 ('input length limits on generation fields') → duplicate of #97 which covers identical scope

Leave #96 (download token with expiry) open — it's unique scope with no replacement.

For each closure, add a comment linking to the superseding issue. This reduces open count from 50 to 45.

Closed 2026-04-10 during pipeline triage.

Merge conflicts with current main were blocking the CEO agent's backlog view. Reopen / resubmit against current main if the work is still relevant — CEO now injects open issues/PRs into its prompt and avoids duplicating.
