Problem

Generated compliance documents (privacy policies, ToS) contain business-specific legal content. If document download endpoints use predictable IDs without auth, anyone with the URL can access them. This is a revenue and trust issue.

Task

  1. When a document is generated, create a signed download token (JWT or HMAC) with a 24-hour expiry.
  2. The download endpoint should validate the token before serving the document.
  3. Expired or invalid tokens return 403 with a clear message.
  4. Store token metadata (created_at, expires_at, document_id) in the database.

Acceptance Criteria

  • Document download requires valid, non-expired token
  • Token expiry is configurable via DOWNLOAD_TOKEN_TTL_HOURS env var (default: 24)
  • Invalid/expired tokens return 403
  • Unit tests for token generation, validation, and expiry
