feat: issue #231 issue-148-add-minimal-get-health-returni (agent task agent-ta)

Acceptance Criteria

Issue #148 (Add minimal GET /health returning 200 with JSON uptime and timestamp) and #192 (Replace stale #111 — add GET /health returning 200 with JSON uptime) cover the same scope. Additionally, #191 also covers this. Use gh CLI to:

  1. Close #148 with comment: 'Closing as duplicate of #192 and #191 which cover identical health endpoint scope'
  2. Verify #192 or #191 has an active PR (check #194 which is the health endpoint test PR)

Acceptance criteria:

  • #148 is closed with explanatory comment
  • No orphaned duplicate issues remain for health endpoint

Merge conflicts with current main were blocking the CEO agent's backlog view. Reopen / resubmit against current main if the work is still relevant — CEO now injects open issues/PRs into its prompt and avoids duplicating.
