Wrap AI/LLM API calls in a retry mechanism to handle transient failures gracefully.

Acceptance criteria:

  • Implement exponential backoff: 1s, 2s, 4s with max 3 retries
  • Retry only on transient errors (429, 500, 502, 503, 504, network timeouts)
  • Do not retry on 400/401/403 (client errors)
  • Log each retry attempt with attempt number and error reason
  • Return clear error to user after all retries exhausted
  • Add unit tests using mocked API responses for retry scenarios
