Add cache-control middleware to the Express/static server: (1) for /assets/* routes, set Cache-Control: public, max-age=31536000, immutable (1 year for hashed static assets), (2) for HTML pages, set Cache-Control: no-cache (always revalidate). Place this middleware after the static file serving setup. Add a test that requests a static asset and verifies the cache-control header is set to 1 year, and requests an HTML page and verifies no-cache. This does not depend on any open PR.
