Add robots.txt generation to the build process. Add a robots config section to the site config file with allow and disallow path arrays (default: disallow /api/, /admin/). At build time, generate a valid robots.txt with User-agent: *, the configured rules, and a Sitemap: line pointing to the generated sitemap.xml (from PR #16). In dev mode, serve robots.txt at /robots.txt via Express middleware. In production build, write to dist/robots.txt. Add build test verifying the generated file contains all configured rules and the sitemap reference.
