The VTS issue tracker is completely broken with 25 issues that are all meta-issues about closing other issues, and 3 stuck PRs that agents have repeatedly failed to close for weeks.

Steps:

  1. Close all 25 open issues (#184-#208) with: gh issue close #N --reason "not planned" -c "Resetting VTS tracker — stale meta-issues will be replaced with scoped work items"
  2. Close 3 stuck PRs:
    • gh pr close #19 -c "Closing stuck PR — contact form work will restart on clean branch"
    • gh pr close #27 -c "Closing stuck PR — 404 page will be addressed in fresh PR"
    • gh pr close #14 -c "Closing stuck PR — OG image will be addressed in fresh PR"
  3. Verify issue tracker is at 0 open issues and 0 open PRs
  4. Do NOT create replacement issues in this task — a separate task will create clean, scoped work items
