Replaces stale issue #42. This is revenue-critical — users cannot pay for documents without a checkout flow.

Implement:

  1. Add POST /api/checkout that creates a Stripe Checkout Session with mode: 'payment'
  2. Accept { documentType, email } in request body
  3. Set success_url and cancel_url from environment config
  4. Return { sessionId, url } for frontend redirect
  5. Validate STRIPE_SECRET_KEY is set, return 503 if not

Acceptance criteria:

  • Endpoint creates a Stripe Checkout Session and returns the session URL
  • Missing/invalid documentType returns 400
  • Missing STRIPE_SECRET_KEY returns 503
  • Unit test with mocked Stripe SDK covers happy path and validation
