Five open PRs are infrastructure improvements blocking the billing pipeline. They are independent and can be merged in dependency order.

Merge order (respecting dependencies):

  1. PR #687: Container startup Postgres wait (infrastructure reliability)
  2. PR #692: Database migration for billing tables (required by billing endpoints)
  3. PR #705: OpenAI timeout and error handling (reliability)
  4. PR #767: Rate limiting middleware for POST /api/generate (security)
  5. PR #776: Customer subscription handler for Stripe events (billing)

For each PR:

  1. gh pr view --repo pook/compliancebot
  2. Review diff for correctness
  3. gh pr merge --squash

If any PR has build failures, skip it and note why.

Acceptance: All mergeable PRs merged in order, CI green on main.
